Seang Meng is an Attorney-at-Law, admitted to the Bar Association of the Kingdom of Cambodia. He holds a diverse range of qualifications and licenses, including being a licensed trademark agent, a licensed customs broker and a qualified professional in the securities and trust sector.
Seang Meng earned his LL.M from the Transnational Law and Business University (TLBU), Graduate School of Law in Seoul, Republic of Korea. He also holds an LL.B from the esteemed Royal University of Law and Economics (RULE), and a B.Ed. in English from the Royal University of Phnom Penh (RUPP).
With a diverse range of legal experience in various regional law firms, Seang Meng has advised both local and foreign clients on general corporate and commercial matters, business licensing, regulatory compliance, corporate structure formulation, real estate transactions, drafting and reviewing general commercial documents and contracts, as well as conducting due diligence on Qualified Investment Project (QIP) companies for the purpose of their listing on the stock exchange. Further, he is well-versed in labor and employment related matters, covering drafting, consulting on, and reviewing employment contracts and company policies, maintaining labor compliance with relevant authorities, handling various aspects of employment related issues, and providing legal representation in contentious cases for clients.
At HBS Law, Seang Meng attends to all corporate matters, M&A transactions, IP filing and dispute resolution, litigation, public-private partnership projects, as well as various transactional matters such as the drafting and reviewing joint venture/shareholders’ agreements for Cambodian and offshore companies.
