Sotheara is a member of the Bar Association of the Kingdom of Cambodia. He graduated with a Bachelor’s Degree of Law (LL. B) from University of Cambodia (UC) in 2011 and a Master Degree of Comparative Laws (M.C.L/LL.M.) from the Faculty of Law, University Delhi (DU), Republic of India.
Sotheara has a diverse working experience including working in the profit and non-profit sectors, academic sector and as a legal practitioner in private practice.
In 2011, Sotheara joined the Ladies Magazine as a translator and then, in late 2011, he joined the Cambodian Labour Confederation (CLC) as a Legal Officer. In June, 2012, he pursued his Master of Comparative Laws (M.C.L/LL.M.) through the Mekong Ganga Cooperation Scheme (MGCS), supported by the Indian Councial for Cultural Relations (ICCR) at the Faculty of Law, University Delhi (DU), Republic of India. He obtained his Master’s Degree of Comparative Laws in the 1st Division.
From September 2014 to August 2020, Sotheara worked for a number of local NGOs as a legal officer, legal specialist and a legal manager. He has also worked as a part-time Law Lecturer at Paññāsāstra University of Cambodia (PUC) from late 2014 to early 2020, at University of Cambodia (UC) from November 2014 to 2020 and at National University of Management (NUM) from March 2019 to present. He was admitted as a member of the Bar Association of the Kingdom of Cambodia in October 2020. In October 2021, he joined DUAN & DUAN Phnom Penh Law Firm. He also worked for Mega Asset Management and OCIC from February 2021 until October 2023 in various roles.
